OUR SPEAKERS

Michel Cywinski, Economic Counsellor, Embassy of France to Malaysia

Michel Cywinski is the Economic Counsellor in Malaysia since September 2022 (2nd stay). He was previously assigned in Eastern Europe (Bulgaria, Ukraine, Romania), in ASEAN (Malaysia, Singapore, Myanmar) and in Northern Europe (Netherland, Belgium/Luxembourg). In the French Treasury in Paris, he was in charge of ODA projects and institutional relationship with the French exporting ecosystem. His experience in managing Business France offices in Singapore and Benelux as well as monitoring Business France governance in Paris has given him the possibility to accompany many French exporting SMEs. Mr Cywinski holds an engineering diploma from INSA Lyon and a master degree in marketing from the ESSEC business school.

Paul de Oliveira, Country Manager Malaysia, Business France

Mr Paul de Oliveira, 57, is graduated in International Trade from the University of Paris (1988). Since 1991, he has been employed by the French Ministry of Economy and Finance and occupied several postings in the Commercial sections of French Embassies abroad : Luanda (1991), Djeddah (1993), Sao Paulo (1997), Osaka (2002) and Yaoundé (2005). In 2009, he joined Business France, the national agency supporting the international development of the French economy, as Director of the French Trade Commission – Osaka office. From 2013 to 2021, he was based in France (Toulouse and Marseille) as International Senior Adviser to provide long-term and financial support for the international development of French companies, especially small-to-medium size companies. He arrived in Malaysia in September 2021 to assume as Director of the French Trade Commission Business France. He is perfectly fluent in English, Portuguese and Spanish.

Phutachart CHAIWATANA, Senior Investment Advisor to ASEAN

Ms. Phutachart CHAIWATANA has worked for Business France since 1989 (31 years). Current position: Senior advisor for inbound investments in France for Business France ASEAN, to promote the attractiveness of France and its territories and facilitate international investments in France. Previous positions: Various responsibilities in France and abroad for Business France, mainly to promote French companies, the image of France as well as to foster the growth of exports of French products and know-how in the world.

Michel Lozach, Managing Director, CCI France Malaysia

Michel LOZACH, 64 years old, is a graduate from the CCI of Paris Business School and has been since April 2000 the Managing Director of CCI FRANCE MALAYSIA Bhd. Prior to this, Michel was, from 1996 to 2000, the Deputy CEO of WEAR SAFE MALAYSIA Sdn Bhd, a French SME Manufacturing Medical gloves for the European market. Prior to WSM, Michel was, from 1992 to 1995, the French desk manager for AGF MALAYSIA (now known as ALLIANZ), to support the establishment of French SME’s in Malaysia. Michel made his first assignment to Malaysia in 1982 as Admin manager for Holiday Villages of MALAYSIA, the first CLUB MED resort in Asia at that time and established in Kuala Lumpur in September 1992. His diverse experience has given him the opportunity to visit all areas of Malaysia and gather an extensive knowledge of the Malaysian French Business Community. Michel is married with two children now aged 32 and 34 years old and successfully involved in the fields of Tourism and Entertainment respectively.

Bruno Le Moing, President Malaysian Committee, CCE Malaysian Branch

He has been based in Asia for 28 years, moving from Hong Kong to Beijing and now in Kuala Lumpur for more than 10 years. He started his career in the defense sector with Thales Télécommunications before getting involved in all the technologies and projects related to transport infrastructure and particularly signaling systems. He was involved in the delivery of the French high-speed lines and the Channel Tunnel projects. During his stay in Hong Kong and Beijing, Bruno has been in charge of several legal entities in the Asia region and particularly in China, being the Managing Director for more than 20 years of a JV with a local manufacturer affiliated with the Ministry of Railways. Currently, he is the Malaysia Country Representative and get involved in all matters related to finance and administration for Hitachi Rail STS legal entities established in various Asian countries. Bruno has been appointed French Trade Advisor (CCEF) in 2013 and President of the Malaysian chapter since 2019. He holds a master degree in Electronics from ENSEA, France and an MBA from ICG, France.
